Atizapán de Zaragoza: Intelligent Video Management for Safer Cities and Government Security Systems

The Municipality of Atizapán de Zaragoza in the State of Mexico modernized its public safety infrastructure with an intelligent video management system powered designed for government security systems. Powered by Axxon One VMS, the project deployed 620 city surveillance cameras, 124 emergency buttons, and advanced AI analytics including facial recognition and license plate recognition across more than 30 strategic locations such as roads, schools, government buildings, and public spaces.

Previously fragmented and outdated analog systems were replaced with a centralized C4 platform, enabling real-time monitoring, faster response, reduced false alarms, and reliable forensic evidence. Implemented by LTP Global and Jomtel with technology from AxxonSoft, Hikvision, Dahua, and H3C, the solution has transformed Atizapán into a safer and more connected municipality with plans for continued expansion.

Customer - Securing Public Institutions with Security Systems For Government

The Municipality of Atizapán de Zaragoza is located in the State of Mexico, just northwest of Mexico City. With a population of more than half a million, it is one of the most important municipalities in the metropolitan area and faces significant challenges in urban security. The local government is responsible for safeguarding its citizens, maintaining order across high-traffic zones, employing government building security systems, and coordinating with public institutions. Security management in Atizapán is handled through a C4 command center, which oversees city video surveillance, emergency responses, and coordination with law enforcement agencies.

Project - Smart City Video Surveillance Expansion

To improve public safety, the municipality launched a project to implement an intelligent video management system with facial and license plate recognition. Its objective was to unify monitoring and provide intelligent capabilities across more than thirty strategic locations. These included urban districts, major roads, public security buildings, schools, municipal squares, parking areas, and government building security systems.

Overcoming Legacy Limitations in City Video Surveillance and Security Systems

Challenges

Prior to AxxonSoft’s solution, Atizapán relied on a fragmented security system made up of analog cameras with low resolution and no analytics functions. Recordings were stored locally without centralized integration, preventing real-time monitoring and limiting coordination across agencies. The absence of government security systems capable of real-time data integration hindered collaboration and delayed emergency response.

The absence of advanced tools such as facial recognition and license plate recognition hindered proactive response and investigation. As a result, operators were overloaded, emergency responses were delayed, and false alarms were common. Security forces lacked the technological capabilities needed to identify suspects, track vehicles, or generate reliable forensic evidence.

Requirements

The municipality required a solution that would deliver real-time monitoring across all sites, with AI-based analytics for people, vehicles, and other objects. Integration with existing systems and databases was essential, as was the need for high availability and scalability to ensure the platform could expand in the future. The main objectives were to strengthen emergency response, reduce crime and false alarms, automate alerts and analysis, and centralize all operations within the municipal C4 command center

AI-Driven City Surveillance Cameras and Centralized Management

Solution

AxxonSoft was selected through a public bidding process. The decision was based on its ability to provide advanced AI-powered analytics, compatibility with existing equipment, an intuitive centralized interface, and proven scalability with strong local support.

The solution included six production and one failover servers to ensure uninterrupted operation. The video management platform incorporated facial recognition (FR), license plate recognition (LPR), and line-crossing detection in restricted zones, delivering real-time analytics and forensic tools integrated directly into the system.

Implementation

Several key factors shaped the deployment. The municipality’s varied urban conditions required specific adjustments in camera configurations and analytics parameters, accounting for differences in lighting, road infrastructure, and population density between urban and suburban areas.

Integration was also a challenge, as the system had to accommodate third-party cameras and legacy infrastructure. AxxonSoft’s wide compatibility across various devices and comprehensive support for ONVIF protocols enabled smooth migration without requiring a full replacement of existing hardware, preserving previous investments in security systems for government facilities.

Finally, the human factor was critical. Intensive training was provided to C4 operators, focusing on how to use facial recognition, license plate recognition, and forensic search tools effectively. This training ensured that the transition to a modern system was successful without disrupting ongoing surveillance operations.

Results

The implementation of intelligent city video surveillance in Atizapán delivered significant improvements. Authorities gained the ability to identify both people and vehicles in real time, leading to faster and more effective responses to incidents. The reduction of false alarms decreased the operational workload of security personnel, allowing them to focus on true threats.

Forensic search capabilities provided reliable evidence for investigations, strengthening the judicial process and enabling law enforcement to act with greater confidence. Municipal authorities and operators reported positive acceptance of the government security systems, recognizing their value as a transformative tool for public safety management.

Future Plans

The municipality plans to maintain and expand the city surveillance cameras system in the coming years. These developments will ensure that the system remains scalable and adaptable to Atizapán’s evolving security needs.
